Contract Administration
JQEC has provided Contract Management Services on most of the projects for which have provided Design Consultancy Services.
As a result of this JQEC have built up a substantial experience in all of the separate elements of contract administration.
The Contract Administration section of the Company provide the following services:
Project Management
Providing management, co-ordination and control from conception to completion, ensuring completion on time, within cost and to required quality standards, supported by planning (critical path analysis), performance measurement applications, change management and quality control.
- Construction Management
The management and co-ordination of works contractors to ensure that project teams are effective and jointly meet project objectives. - Quantity Surveying
Preparation of feasibility estimates, cost plans, bills of quantities, tender documents, interim valuations and final accounts. - Contracts Engineering
Preparation of contracting strategies, pre-qualification and preparation of tender lists, development of tender documents, evaluation, negotiation and award of contracts, post-contract administration and close out. - Cost Engineering
Cost and budget preparation and analysis, cost control and reporting, variation or change order administration and final account settlement.
Project Planning
Preparation of detailed project and element programmes and associated progress curves and histograms; providing control and progress management services.
Feasibility Studies and BOT (Build, Operate & Transfer):
JQEC has provided this service in some of the projects that have been executed independently. The present specialized expert staff appropriation represented by Dr. Rola A. Dasti who has practically specialized in such endeavors and have executed a few major BOT projects such as:
- Sulaibiya waste water treatment and reclamation plant–BOT project: Tender economic feasibility study (Ministry of Finance) (Dr. Rola Dashti).
- Solid waste treatment BOT project: Tender Technical & Economic feasibility study with complete infrastructure development (Kuwait Municipality) (Dr. Rola Dashti).
- Urban development BOT project: (15,000 Housing units (BOT), complete technical/engineering economic & feasibility study and financing scheme, submitted to Council of Ministers and Housing Authority –A BOT
- Prequalification submittal for a major landscape development, operation and investment for Jahra National Park, National Park at Salmiya Area, The Public Authority for Agriculture and Fish Resources.
- BOT Project: Border Posts Development (Salmi, Nuyaiseeb, Shuaiba & Shuwaikh Ports – Ports Authority).
- BOT Project: Failaka Island Development.
- BOT Project: Jaber Al Ahmad City
- BOT Project: Sabhan & West Shuaiba Industrial Areas.
