Jassim Qabazard, President

Mr. Qabazard’s professional career extends back to the year 1970 where he joined the Ministry of Public Works, Roads Department as an Engineer in Training, then 1972-73 he attended one year program sponsored by International Road Federation consequently at Ohio State University where he acquired intensive courses in construction management / strength of material and material quality control management all mainly relating to road design and construction. Mr. Qabazard ultimately compiled 7 years of extensive experience (1973 - 1977) with the Ministry of Public Works and Road Department. This experience started from a Site Engineer and ended as the Head of Construction Section (Road and Drainage Dept) where he performed numerous task covered design, planning, construction and material testing of road and ancillaries through out the State of Kuwait.

Ultimately, Jassim Qabazard proceeded to establish the consulting firm of (Archicentre) 1977 in partnership with another professional where he acted a partner and general manager. During his 13 years of experience Archicentre concluded a group of very prestigious multi-disciplinary projects covering all areas of planning, architectural and engineering specialties. Archicenter was dissolved due to the Iraqi invasion of Kuwait in 1990. In 1991 Mr. Jassim Qabazard established JQEC as a professional continuation of (Archicenter) and since then Mr. Qabazard acted as Chairman and Managing Director and has been able to lead the firm to become one of the few well recognized consultancy firm in the State of Kuwait.

Fayez Miski(B. Arch.)

Fayez Miski (B. Arch.) is the Engineering Director at JQEC, as well as the Firm’s Design Manager. With over 30 years of experience in the preparation of Design Drawings, Management, Coordination and Supervision, Fayez Miski has a wide international experience in Development Projects and the Planning, Conceptual and Detailed Design of Residential, Commercial Leisure, Tourist and Institutional Complex. He has been involved in several Master Planning and Development Project in the Middle East and Gulf region along with International Consultants and Designers such as “Arch. Raphael Moneo” - Spain, “Syntax Group” UK., “Arch. Pragnamenta Torriani” New York, USA, “Lancome Company” , France, “Arch. Kevin Dache”-London and Arch. Pierre Khoury-Beirut, France.

In addition to the above, and since (1989-2008), Mr. Miski as an Instructor participated on the development of Architectural Curriculum in the field of Architecture Design, Execution Drawings, Urban Design, City Planning and Landscape at the Faculty of Architecture – Beirut Arab University.

Abdul Majeed Qabazard (B.Sc. in Civil Engineering)

Study and Design advise on the project’s Conceptual Design, Programming, inceptive design and development of Public projects / quality control; developing methods and the setting out of systems in governmental projects design approach, etc., keeping in mind the overall project requirements and to suit Islamic architectural traditions.

Enormous experience in Conceptual Design and Management, Design control, heading a team of planners, architects and Engineers; Projects programming for design/design concepts complete upto Tender Documents

Ali Jazzaf (Senior Mechanical Engineering, HND – England UK):

A Consultant Engineer with over 34 years of experience (23 years in Oil & Gas). His capabilities and expertise starts from caring out Feasibility Studies, updating and enhance project objectives, setting Project Master Plan and milestones, Project Management Plan (PMP), FEED preparation, insuring utilization of best industrial practice and latest technology, insure constructability and avoiding malty discipline conflicts, Budget Preparation, preparation and conducting Risk Management Plan at deferent phases of a project, Contract Package preparation, tendering, tender evaluation award recommendation all the way to Construction Supervision and Project Management.

In addition, he has participated in many value engineering exercise for variety of projects i.e. civil and mechanical and capable of working with multi-national team members/individuals.

John R. Clarke CEng. MIStruct.E MCIHT MASCE EurIng

With a career exceeding 40 years John Clarke has gained extensive design, construction and project management experience. This experience has been gained by successfully completing projects throughout UK and in Germany, Saudi Arabia, South Korea, Switzerland and Kuwait. The last 24 years have been spent working continuously in Kuwait where he has gained a thorough knowledge of the Kuwait construction market and the content and use of Ministry Contract Documents e.g. Document 11-1 and Document 11-2 Kuwait Municipality regulations, MEW/ R-6/2014 etc.

John Clarke has, during his time in Kuwait, led project teams to the successful completion of major highway projects (MPW), medium and high rise buildings, multi-storey car parks (PAAET/KPC), major sewage treatment plant, pump station, pipelines (MPW) and has experience of Design and Build projects as executed in Kuwait.

His valuable experience in managing, coordinating between various consultants and meeting design targets renders him suitable to act as the Director of Contract Administration.

Ali Jaafer Al Bairami (B.Sc. in Electrical Engineering):

Muhammad Asaf Sadiq (B. Arch)

Mr. Muhammad Asaf Sadiq (B. Arch), is the Senior Architect. Have gained more than 43 years of experience in his profession, having contributed his expertise in Kuwait University' computer center/ Lecture Hall, Amiri Diwan & Council of Ministries Project, KOC Telecommunication Facility Center and Upgrading of Male International Airport.

Samer Elia Asaad (B.Sc. in Civil Engineering)

Mr. Samer has overall 25years of experience in design and construction control schedules, project cost, controlling activities in supervision and construction of structural/civil engineering project works.Shall control the quality of the going on structural work and shall ensure that sound and modern construction practice is followed in all the stages of construction.

Rabih Issam Osseiran (B.Sc. in Civil Engineering)

Mr. Rabih has tremendous experience of Design and design review. Leading of design review and construction supervision of all Project structural elements, including structural/civil works raods, earthworks, retaining walls, drainage culverts etc. Review and approve the design of temporary works, including shuttering and scaffolding, for suitability and safety during construction. Review and approve for earthworks and structural elements, in consultation with the Materials. Assuring of quality control test results and certificates for all earthworks and structural elements. Preparing the structural design model of project. Answerable for all structural works, solving day to day site problems in coordination with other disciplines.

Fayez Darwich (B. Sc Mechanical Engineering) HVAC/PL & FF

Mr. Fayez Darwich has vast experience (48 years) in the field of supervision of construction of several Mechanical works in Kuwait during which he has worked in senior capacity for the Heating, Ventilation, Air Conditioning and Plumbing Works. Mr. Darwich is responsible for installation works, processing of submittals, material approval and local government regulations, design liaison with various governmental authorities including technical discussion and obtaining respective approvals etc.

Om Parkash Mantri (B. Sc. (Hons) in Electrical Engineering)

Mr. Om Parkash Mantri is working as a Senior Electrical Engineer and having over 46years experience in Electrical/Security/IT and Communication Engineering design. He has worked on a various projects for Client’s who operate within the financial, retail, computer centre, housing, educational, defense sectors and local government Projects have ranged from feasibility studies through to detailed design, preparation of specification and contracts documents.

Responsible for all Electrical/Security/IT and Communication Systems design, Specification and Bill of Quantities Also preliminary studies, Tender Analysis and coordinating with relevant Authorities for approvals and supplies.

Michael J. T. Jerry (M. Sc. Occupational Safety & Health)

Mr. Michael Jerry (Masters of Science), has 10 years of experience in the same position. HSE plays an important role in preserving life, health of workers, environment in order to achieve a commendable reputation in the International Scene. His main aim is to achieve a zero HSE incident throughout the completion of the project.

Mujtaba Afzal (Bachelor of Computer Science)

Mujtaba Afzal (Bachelor of Computer Science), Provides The Information Technology Executive is responsible for installing and maintaining computer hardware, software and networks . Serves as focal point for all inter-office IT-related matters company-wide. Helps to determine new, creative ways to employ teams on projects and distribute responsibilities. Tactfully communicates sensitive information. Handles difficult personnel situations directly, using appropriate discretion, HR advice, and respect for the individual. Serves as key participant in team meetings. Ensures that support for around-the-clock information transfer, storage, and processing is timely, efficient and meets the service levels required.

Trescilla Mendonca (Bachelor of Arts)
